This panel’s main topic will be the use of cyberspace for conducting information warfare. The Internet provides many opportunities to successfully influence audience perceptions, and thus to shape their behaviour. In democratic countries, where transparency and freedom of speech are considered fundamental values, it is very difficult to protect oneself from manipulation and disinformation. A particular threat to democratic countries lies in the potential electoral manipulation. The aim of the discussion will be to identify the tools used for information warfare in cyberspace and to determine the measures increasing the countries’ resilience in this area.

According to the experts, the Internet sites visited every day by the majority of users constitute only an estimated 4% of the network resources. The rest is located in the more difficult to access areas called the Dark (or Deep) Web. This hidden part of the Internet comprises also dangerous areas, used mainly by cybercriminals. In light of NATO’s decision to recognize cyberspace as an operational domain, the Alliance and its Member States are currently adjusting to the shift from information assurance to mission assurance at the national level.
NATO used to plan operations based on the notion of information assurance, which assumed that regardless of circumstances the headquarters, staff, and the personnel taking part in an operation would have access to the required information when needed, and that the information would be authentic, unaltered and useable. In the current security environment information assurance is no longer an assumption. This is particularly true given the current cybersecurity threat landscape, recent large-scale cyber incidents, including massive DDoS and ransomware campaigns, as well as singular yet significant APT-type attacks which have proven to have destructive potential.
NATO collectively and the Allies individually have to ensure that they are able to operate in an information-degraded or information-denied environment, where certain C4ISR systems will not be completely reliable. At the same time, the Alliance and its Member States alike have to develop capabilities that will enable them to operate in and through cyberspace, strengthen the resilience of their information systems and develop alternative toolsets to be used when access to digitalized information is hampered or degraded. We will discuss these key aspects of the shift from information assurance to mission assurance during the panel discussion and present national best practice.
